CHARTER OF THE WMSU CE BATCH 2001 ALUMNI ASSOCIATION

PREAMBLE
We, the graduates of the Bachelor of Science in Civil Engineering Batch 2001 of the Western Mindanao State University (WMSU), do hereby ordain and establish this Charter for the WMSU CE BATCH 2001 ALUMNI ASSOCIATION.

We affirm our shared identity forged through years of academic pursuit and camaraderie. Guided by the principles of brotherhood, excellence, and service, we establish this Association to strengthen the bonds among our members, support the growth of our beloved alma mater, and contribute meaningfully to nation-building and community development.

This Charter serves as the foundational instrument defining our purpose, values, and collective commitment to the ideals of the civil engineering profession and the legacy of our Silver Jubilee.

ARTICLE I: NAME AND DOMICILE

Section 1. Name. The name of the organization shall be the "WMSU CE BATCH 2001 ALUMNI ASSOCIATION," hereinafter referred to as the "Association."

Section 2. Domicile. The official domicile and principal office of the Association shall be located in Zamboanga City, Philippines. It may also establish chapters or representative offices in other locations as deemed necessary by the Board of Directors.

ARTICLE II: SEAL AND SYMBOLS

Section 1. Official Seal. The Association shall adopt an official seal that embodies its identity, values, and aspirations. The seal shall feature symbols representing civil engineering, brotherhood, and the legacy of WMSU.

Section 2. Official Motto. The official motto of the Association shall be: "Celebrating 25 Years of Brotherhood, Excellence, and Service."

ARTICLE III: PURPOSES

  • Promote Brotherhood and Unity: Cultivate a strong, enduring, and supportive network among all members through regular communication, reunions, and social gatherings, celebrating 25 Years of Brotherhood, Excellence, and Service.
  • Support Professional Excellence and Growth: Facilitate the professional development of its members through continuing education, seminars, and the exchange of technical knowledge, ensuring a legacy of academic growth, professional achievement, and lifelong learning.
  • Contribute to Nation-Building: Engage in projects and advocates that leverage the expertise of its members to contribute to national development, infrastructure, and community resilience, embodying the spirit of civil engineers contributing to nation-building and community development.
  • Give Back to WMSU: Provide support to the WMSU College of Engineering and its students through scholarships, infrastructure projects, and other forms of assistance, fulfilling our commitment to giving back to WMSU and society through collective action and service.
  • Uphold the Profession: Maintain and promote the integrity, ethics, and high standards of the civil engineering profession in all endeavors.

ARTICLE IV: AFFILIATION

Section 1. Relationship with WMSU. The Association shall maintain a close and harmonious relationship with the Western Mindanao State University, particularly the College of Engineering, and shall serve as a partner in the institution's development initiatives.

Section 2. External Affiliations. The Association may affiliate with other alumni associations, professional organizations, and civil society groups that share its values and objectives, subject to the approval of the Board of Directors.

ARTICLE V: AMENDMENTS

This Charter may be amended by a two-thirds (2/3) vote of all members in good standing, provided that the proposed amendment is submitted in writing at least thirty (30) days before the meeting where it will be considered.

Mission Statement
The mission of the WMSU CE Batch 2001 Alumni Association is to unite its members in a lifelong bond of brotherhood, foster a culture of professional excellence and lifelong learning, and actively contribute to nation-building and community development. We are dedicated to giving back to our alma mater, WMSU, and serving society through collective action rooted in the values of unity and bayanihan.

Vision Statement
The WMSU CE Batch 2001 Alumni Association envisions itself as a premier alumni organization, recognized as a pillar of the civil engineering community in the Philippines. We aspire to be a beacon of professional integrity and collaborative service, creating a lasting impact on the profession, our alma mater, and the nation, solidifying our legacy of brotherhood and excellence for generations to come.

Core Values — B.E.S.T.

  • BROTHERHOOD (B): We value the strong, familial bond forged during our time at WMSU. This is the foundation of our unity, mutual support, and collective identity.
  • EXCELLENCE (E): We are committed to the highest standards in the civil engineering profession, striving for continuous improvement and lifelong learning.
  • SERVICE (S): We dedicate our talents, resources, and expertise to serve our alma mater, our communities, and the nation.
  • UNITY & BAYANIHAN (T): We uphold the principle of "bayanihan" — the spirit of communal unity, cooperation, and collective action to achieve common goals.

ARTICLE I: MEMBERSHIP

Section 1. Qualifications and Categories. Membership is open to:

  • Graduate 2001: Bonafide graduates of BSCE WMSU who are officially part of Batch 2001 (graduated in 2001, regardless of enrollment year). Full voting rights.
  • Post-2001 Graduate: WMSU CE graduates after 2001 (not including 1996 enrollees). Participate in all activities, no voting rights.
  • Founding Enrollee: Individuals who enrolled in BSCE in 1996 — regardless of graduation timeline. Participate in all activities, no voting rights.
  • Continuing Alumni: Former BSCE students from Batch 2001 who did not complete the degree. Maintain strong affiliation.
  • Honorary Alumni: Individuals who have made significant contributions (faculty, administrators, industry partners, etc.). Conferred by Board majority vote. No voting rights.
  • Lifetime Honorary Member: Exceptional sustained contributions, conferred by 2/3 Board vote. No voting rights unless also Graduate 2001.

Section 2. Rights and Privileges. Members in good standing have the right to vote (Graduate 2001 only), be elected to office (Graduate 2001 only), participate in activities, and enjoy benefits.

Section 3. Duties and Obligations. Uphold vision/mission/values, pay dues, promote the Association, participate actively.

Section 4. Termination and Reinstatement. Membership may terminate due to death, resignation, or expulsion (2/3 Board vote after due process). Reinstatement by majority Board vote.

ARTICLE II: GOVERNANCE

Section 1. Board of Directors. Corporate powers exercised by the Board, composed of elected officers.

Section 2. Powers and Duties. Formulate policies, approve budget, supervise committees, ensure compliance, represent the Association.

Section 3. Meetings. Regular meetings quarterly; special meetings by President or majority of Board. Quorum: majority of Board members (½+1). Robert's Rules of Order govern.

ARTICLE III: ELECTIONS AND OFFICERS

Section 1. Elected Officers. President, Vice President, Secretary, Treasurer, Auditor.

Section 2. Qualifications. Member in good standing; demonstrated leadership.

Section 3. Term of Office. Two (2) years, renewable for a maximum of two (2) consecutive terms.

Section 4. Duties. President: CEO, presides, oversees programs, principal liaison. Vice President: assists, acts as President in absence. Secretary: records, custody of records, notices. Treasurer: custody of funds, financial records, dues collection. Auditor: independent review of financial records.

Section 5. Nominations and Elections. Nominating Committee appointed 60 days before election; slate presented; self-nominations and floor nominations accepted; simple majority vote.

Section 6. Vacancies and Removal. Vacancies filled by Board majority vote for unexpired term. Removal for cause by 2/3 Board vote with notice and hearing.

ARTICLE IV: COMMITTEES

Section 1. Standing Committees. Executive, Finance, Registration & Membership, Logistics, Communication & Marketing, Technology, Events, Support (AMSAP).

Section 2. Composition. Each chaired by a Board member or appointed by President.

Section 3. Functions. Defined in respective Committee Charters.

Section 4. Special Committees. President may create ad-hoc committees with Board approval.

ARTICLE V: FINANCE

Section 1. Fiscal Year. January 1 to December 31.

Section 2. Funds. Dues, donations, fund-raising, income-generating activities.

Section 3. Budget. Prepared by Finance Committee, approved by Board.

Section 4. Disbursements. Made by Treasurer upon Board authorization; checks and balances in place.

ARTICLE VI: AMENDMENTS

Bylaws may be amended by 2/3 vote of members present (quorum required) during a regular or special meeting. Written notice at least two weeks before meeting.

ARTICLE VII: LIFETIME AND EMERITUS POSITIONS

Section 1. Lifetime Honorary Membership. Conferred by 2/3 Board vote for exceptional sustained service (founders, significant contributors, exemplary service). No voting rights unless also Graduate 2001. May serve as non-voting advisers.

Section 2. Founding Patron. Conferred by Board for significant financial or in-kind contributions. Recognized in official publications; may serve as non-voting adviser.

Section 3. Emeritus Status. Conferred on individuals who have held key positions and rendered exemplary service. May be invited as non-voting advisers.

Section 4. Conferment and Revocation. All lifetime positions conferred by 2/3 Board vote; revoked for cause by majority vote.

PREAMBLE
We, the members of the WMSU CE Batch 2001 Alumni Association, in recognition of our responsibility to the profession, the public, our alma mater, and to each other, adopt this Code of Ethics and Professional Conduct.

I. RELATIONSHIP WITH THE PROFESSION AND THE PUBLIC

  • Hold Paramount the Safety, Health, and Welfare of the Public.
  • Perform Services Only in Areas of Competence.
  • Issue Public Statements Only in an Objective and Truthful Manner.

II. RELATIONSHIP WITH ALMA MATER AND THE ASSOCIATION

  • Promote the Good Name of WMSU.
  • Support the Association's Mission and Values.
  • Preserve the Unity of the Association.

III. RELATIONSHIP WITH FELLOW MEMBERS

  • Act with Integrity and Fairness.
  • Maintain Confidentiality.
  • Exercise Good Stewardship.

IV. PROFESSIONAL DEVELOPMENT

  • Commit to Lifelong Learning.

LEVEL 1: THE GENERAL MEMBERSHIP — Supreme policy-making body; elects officers; approves major policies; votes on Bylaws amendments.

LEVEL 2: THE BOARD OF DIRECTORS — Executive body composed of the five elected officers: President, Vice President, Secretary, Treasurer, Auditor.

LEVEL 3: OFFICERS AND COMMITTEES

President: CEO, leads Board, presides over meetings, oversees programs, principal signatory, primary liaison to WMSU and external stakeholders.

Vice President: Second-in-command, assists President, acts in President's absence, oversees committees, Chair of Events Committee.

Secretary: Custodian of records, minutes of meetings, issues notices, manages official correspondence.

Treasurer: Financial custodian, collects dues, makes authorized disbursements, chairs Finance Committee.

Auditor: Financial guardian, conducts independent review/audit, reports findings to Board and General Membership.

A. EXECUTIVE COMMITTEE: Provides strategic leadership, acts on behalf of Board between meetings, reviews policies, monitors committees, prepares agenda. Composed of the five elected officers; President as Chair.

B. FINANCE COMMITTEE: Ensures financial health, prepares budget, monitors income/expenditures, develops financial policies, fundraising, dues collection, presents financial reports. Chaired by Treasurer.

C. REGISTRATION & MEMBERSHIP COMMITTEE: Recruitment and retention, maintains database, campaigns, orientation, member engagement, processes applications, issues certificates/IDs.

D. LOGISTICS COMMITTEE: Manages event logistics (venue, equipment, transportation, catering), on-site operations, supplier management, inventory.

E. COMMUNICATION & MARKETING COMMITTEE: Brand and communications, social media, website, newsletters, marketing materials, media relations, public announcements.

F. TECHNOLOGY COMMITTEE: Website and online presence, database management, technical support for virtual events, digital asset security, training.

G. EVENTS COMMITTEE: Plans and executes reunions, professional development activities, social gatherings, manages programming, seeks sponsorship. Chaired by Vice President.

H. SUPPORT COMMITTEE (AMSAP): Manages Alumni Member Support & Assistance Program — employment, financial, well-being, reintegration, Bayanihan Network. Chaired by Board-appointed member.

1. PURPOSE: The Silver Jubilee Celebration in 2026 marks the 25th anniversary. A testament to "25 Years of Brotherhood, Excellence, and Service."

2. PROGRAMS & INITIATIVES

  • Pillar I: Nostalgia & Reconnection — Grand Homecoming at WMSU, regional meet-ups, virtual gatherings, Souvenir Program.
  • Pillar II: Service & Legacy — Major "Legacy Project" as a lasting gift to WMSU or community.
  • Pillar III: Professional Excellence — Technical seminars, talks, professional development sessions.
  • Pillar IV: Community Engagement — Outreach program to directly serve the community.

3. GOVERNANCE: Silver Jubilee Steering Committee (sub-committee of Board) leads planning and execution.

ARTICLE I: NAME AND PURPOSE — "Alumni Member Support & Assistance Program" (AMSAP). Purpose: to provide holistic, confidential, and professional support to alumni facing difficulties in personal, professional, or financial lives.

ARTICLE II: GUIDING PRINCIPLES — Bayanihan, Dignity and Respect, Confidentiality, Professionalism, Sustainability, Holistic Support.

ARTICLE III: SCOPE AND COVERAGE — Employment & Career Assistance, Financial Assistance & Stability, Life Recovery & Personal Well-Being, Professional Reintegration, Alumni Bayanihan Network.

ARTICLE IV: GOVERNANCE — Support Committee: Program Chairperson, Career & Employment Lead, Financial Assistance Lead, Well-Being Lead, Bayanihan Network Lead.

ARTICLE V: FUNDING — Dedicated budget allocation, voluntary donations, fundraising activities, grants and partnerships.

ARTICLE VI: AMENDMENTS — By 2/3 vote of Board after consultation with General Membership.

I. GENERAL POLICY: Confidential, member-centered initiative; adheres to highest standards of professionalism, ethics, and compassion.

II. ELIGIBILITY CRITERIA: Bonafide member in good standing; paid at least 50% of dues (waiver for extreme hardship); formal application; documentation; genuine need.

III. APPLICATION AND SCREENING PROCESS: Submission → Initial Review → Confidential Assessment → Decision (5 working days emergency; 10 days standard) → Notification → Disbursement/Implementation → Follow-Up.

IV. CONFIDENTIALITY AND DATA PRIVACY: Strict confidentiality; access limited to Support Committee members; no sharing with third parties without explicit consent; secure storage.

V. MONITORING AND EVALUATION: Each case tracked; follow-up within 30 days; annual report (anonymized); annual program review.

VI. AMENDMENTS: By Board upon recommendation of Support Committee.

9. Employment & Career Assistance: Job matching, skills upgrading (webinars, certifications), resume/LinkedIn enhancement, mentorship, overseas employment guidance, emergency job placement.

10. Financial Assistance & Stability: Short-term financial aid (max ₱10,000/year), emergency relief fund (up to ₱20,000/year), medical assistance fund, loan assistance/cooperative, financial literacy workshops, budgeting coaching.

11. Life Recovery & Personal Well-Being: Counseling support (peer-to-peer or professional referral), mental health awareness campaigns, family crisis support, community support groups, stress management training.

12. Professional Reintegration: Help returning to engineering practice, technical refresher courses, CPD support, project-based volunteer work to rebuild confidence.

13. Alumni Bayanihan Network: Collective action to help members in crisis, volunteer pool for emergency situations, donation drives, community outreach extension.
